The 32nd meeting of the Australian Industry and Skills Committee (the Committee) was held on 16 June 2020 via Skype for Business.
The Chair welcomed Ms Megan Kirchner as the Industry representative and thanked Ms Megan Lilly for her contribution during her twelve month term. She also thanked Mr Simon Booth for agreeing to extend his term as the SSON representative by three months, and welcomed Ms Rachel Livingston and Ms Renae Houston in their new respective roles as Assistant Secretary and First Assistant Secretary.
IRC Chairs Day
The IRC Working Group provided a briefing on the postponed IRC Chairs Day now scheduled to be convened digitally on 7 July 2020. In response to survey input from IRC Chairs, industry leadership of VET; IRC membership criteria and cross-sector work will be the key items of discussion.
The AISC Emergency Response Subcommittee (the Subcommittee)
Since commencing, the Subcommittee has approved infection control skills sets for retail, food handling and the transport and logistics sectors; introductory entry into care roles skill set for the aged and disability sectors; and revised first aid safety advice.
On May 15 2020, the COAG Skills Council approved revised Terms of Reference to meet longer term critical skill needs to support economic recovery from the COVID-19 pandemic.

VET Reform Update and Discussion
The Committee received a briefing from Ms Nadine Williams (Deputy Secretary Skills and Training) and the Hon Steven Joyce (VET Reform Expert Panel). The briefing focussed on the Prime Minister’s recent speech and the establishment of National Cabinet which will give priority to skills and the delivery of VET sector reforms that support economic recovery.
Issues discussed included: the benefits of building national labour market and skills analysis capacity, the important role of the National Skills Commission in providing advice on funding models to support qualification development, and the complexities involved in qualification design.

The Committee was briefed on issues affecting the finalisation of the Manufacturing and Engineering (MEM), Fire Protection Inspection Testing (FPIT), and Electrotechnology training packages. It agreed to:
- The Secretariat preparing a MEM options paper which will be distributed to the AISC, IRC and STAs for consideration next week.
- Support the transitioning of both FPIT qualifications to the 2012 Standards for Training Packages, and deferring a full review and update of the qualifications at this point in time.
The Committee also considered a request from the Chair of the Construction Plumbing and Services Industry Reference Committee (IRC) to review a decision made by the AISC at the February 2020 meeting. The Committee agreed to advise the IRC to include scope for assessment in a simulated environment, noting the current assessment requirement is for assessment either in the workplace or a close simulation of the workplace environment.
