The Chair of the Australian Industry and Skill Committee, Emeritus Professor Tracey Horton was very pleased to welcome all members of the Committee to Canberra for its first face-to-face meeting since the start of the COVID 19 pandemic in early 2020.
VET Reform Update
The Committee also noted Governments are working closely with other stakeholders to progress:
- a VET Workforce Blueprint to support and grow the VET workforce
- strengthening the apprenticeship system, and
- reinvigorating foundation skills programs.
Update on TAE Training and Education Training Package
The Committee welcomed Mr Andrew Shea, Chair of the Education Industry Reference Committee (IRC), who provided an update on progress with the TAE Training and Education Training Package review. Members noted the Education IRC is making good progress with this project which has strong links to work underway on the Standards for Registered Training Organisations 2015 and the VET Workforce Quality Strategy.
Members will consider the completed training package project in November 2022.
Transition Arrangements
At its June 2022 meeting, the Committee agreed an approach for managing the transition of any unfinished training package projects to new industry engagement arrangements. Members noted the majority of training product projects will be successfully completed by the end of 2022. One incomplete project was agreed to be transitioned on the advice of the responsible IRC.
MEM Manufacturing and Engineering Training Package – Release 3.0 and Release 4.0
In considering the Case for Endorsement listed below, the Committee discussed a number of policy concerns raised by key stakeholders. The Committee approved the training products for endorsement on a number of conditions (Attachment A refers), including that the Companion Volume Implementation Guide be further clarified in relation to advice on training pathways and entry requirements.
PSP Public Sector Training Package – Translating and Interpreting
The Committee welcomed Mr Guy Valentine, Chair of the Public Sector IRC, to provide an overview of the consultation process regarding updates to the translating and interpreting training products, and to answer any questions from the AISC.

MEM Release 3.0 and Release 4.0
In relation to MEM Manufacturing and Engineering Release 3.0 and Release 4.0, the AISC:
- APPROVED the following qualifications, noting that in doing so the Committee is confirming that additional statements in the qualification descriptions do not mandate training pathways, and it remains the responsibility of individual States and Territories to determine arrangements for training delivery:
- MEM30422 Certificate III in Engineering – Electronic Trade
- MEM30522 Certificate III in Engineering – Technical
- MEM30422 Certificate III in Engineering – Patternmaking Trade
- MEM31822 Certificate III in Engineering – Textile Mechanic.
- APPROVED the following qualifications, in line with the ministerial exemption to the Standards for Training Packages that was agreed by Skills Ministers in December 2020:
- MEM31322 Certificate III in Refrigeration and Air Conditioning
- MEM31922 Certificate III in Engineering – Fabrication Trade.
- APPROVED the following qualifications, noting that in doing so the Committee is confirming that additional statements in the qualification descriptions do not mandate training pathways, and it remains the responsibility of individual States and Territories to determine arrangements for training delivery:
- MEM20322 Certificate II in Boating Services
- MEM40422 Certificate IV in Engineering Drafting
- MEM50222 Diploma of Engineering – Technical
- MEM60122 Advanced Diploma of Engineering.
- REQUESTED the Manufacturing and Engineering IRC include advice in the Companion Volume Implementation Guide that is consistent with the advice it has provided to STAs and the AISC Secretariat to clarify its approach to training pathways and entry requirements to avoid potential confusion for RTOs and learners.
- RECOMMENDED that Section 3.6.1 of the Training Package Products Policy be clarified in terms of how pathways advice can and cannot be included in qualifications, and this issue also be considered as part of qualification.
